Governer Rubber Bolt used most commonly on Mudhead and Torpedo to regulate speed underneath throttle pedal. You can adjust this bolt to make sure the pedal does not go all the way down as a speed limiter.

This is also used as a rubber dump bed stop bolt for the R-150.
